Technical Design Leader

WHAT YOU'LL NEED TO HAVE

Knowledge: • Proven Project Management skills • Proven technical skills and experience on large scale commercial complex developments (shopping malls a plus). • More than 15 years’ experience as Project Head or Head of Construction in Construction or Real estate business. • More than 5 years’ experience as function/department manager • Prior overseas placement and cross border experience from different markets, especially Asia and India. • Solid understanding of HVAC, Plumbing, Fire Services, HV, Electrical, Building Automation Systems and ELV, both internationally and locally in India • Proven track of successful projects delivered • Local India and/or Asia experience, • Strong Leadership, communication and negotiation skills. • Tertiary level or other relevant educational qualification. YOUR RESPONSIBILITIES

1. MONITORING AND CONTROL: • Responsible for alerting Construction Project Manager and Project Steering Group of non-compliance (and /or mismanagement) of Group Project delivery and Construction related policies, procedures and documentation including Environment, Health and Safety issues. • Support in establishment and implementation of compliance tools and policies to ensure that IKEA India Technical & Construction requirements and standards in terms of quality are implemented 2. EXPANSION PHASE: • Provide high level technical review of developing Concept designs • Research and review appropriate Strategies specific to location, especially for Fire and Energy solutions • Provide high level Vertical Transportation strategies for developing Concept designs • Contribute to the technical due diligence studies 3. DESIGN PHASE: • Develop Technical Design Consultants scopes of work • Develop and finalise the technical design strategy together with Business Development, Project Development and Property departments • Support and convey INGKA Design requirements to consultants at the start of design • Oversee the development of technical specifications and drawings • Manage technical design compliance with India Standard Codes and TDM, review and approve all Technical waivers • Manage Technical services impact on Architectural and Structural design • Provide technical input to develop the Project package procurement strategy • Manage the introduction and understanding of IKEA India / Centres technical requirements to all technical design consultants • Lead the integrated Development/Property technical Engineering team • Develop specifications of all major plant, equipment and systems, particularly with respect to Life Cycle Costing. • Oversee technical compliance during design development by Projects • Review at each stage design compliance to IKEA Retail and Centres requirements 4. CONSTRUCTION PHASE: • Provide technical input during development of Project Package procurement strategy • Provide oversight of all technical package tender documentation, tender clarifications, technical evaluation and final technical selection. • Provide input into the Quality assurance process for the project • Manage the technical evaluation of the selection of all major plant and equipment. • Support Projects with the evaluation of alternatives proposed by contractors • Review and approve Project Testing and Commissioning plans and execution. • Develop standardised Operational and Maintenance manual format • Own, maintain and implement IKEA Retail and Centres progressive Handover process and procedures 5. HANDOVER PHASE: • Oversee the technical transition from Construction to the Business owner • Manage and review the collection, accuracy and compliance of all required handover Documentation 6. BENCHMARK & KNOWLEDGE SHARING: • Secure specific construction know-how and expertise within IKEA India Technical Construction department (cost calculation, procurement & tendering, time planning, sustainability, quality, environmental, health and safety) by staff recruitment and engagement of consultants within limits of authority. • Responsible for collecting and transferring accumulated construction expertise, know-how and best practices regarding Shopping Centre construction by benchmarking within the construction and shopping centre industries and by exchange and analysis of information. • Develop and implement staff skills competency matrix LEADERSHIP RESPONSIBILITIES: • Lead and manage the Project Technical Design team • Act as a coach and a matrix manager for Projects Technical & Construction Teams • Secure good collaboration and relationships with other IKEA Functions to achieve shared projects goals, motivate and coach the Project Technical and Construction teams to strive for excellence, development of individuals and strengthen team morale. • Mentor and assist all Team members to work within a multi-cultural/lingual environment by promoting mutual understanding, collaboration and respect. • Manage roles & responsibilities within the team, establish performance standards and specify goals and objectives that secure the highest performance standards. • On request support and advice Project Steering Group, Project Managers, Construction Managers, Project Development department and others on construction issues such as cost calculation, tender procedures, time schedules, quality issues, choice of contractor, health, safety, and environmental matters. PURPOSE OF THE JOB: • Develop and implement overall Project delivery Strategies consistent with Group Policies in regards to all technical design & execution matters • Support Project Delivery within Compliance, Quality, Cost and Time objectives. • Propose and develop strategic alliances and framework agreements • Timely deploy, coach and train all Technical resources to Projects Teams • Contribute to Project Delivery teams and Consultants to develop sound construction management tools – policies, process and procedures. • Build up a solid Project Design organisation and lead, coach and manage the Project Technical resources. • Develop, maintain and implement processes and procedures to ensure compliance with IKEA construction policies and manuals, in particular TDM • Develop local best practice and standards for implementation in IKEA India projects. • Initiate and challenge Value Engineering and Buildability reviews. • Initiate life cycle study for each project and establish the strategic technical implementation plan • Support Procurement Department and Project Resources with SOW, RFP documents, tender technical evaluation, contract discussions/negotiations, and meetings / interview with relevant consultants, suppliers and contractors in order to secure the best working partners • Monitor, mentor and support for on site management • Work closely together with IKEA India and Centres Risk Functions and Project Delivery teams to support construction health & safety management. • Maintain integrated working relationship with Facilities Manager and Technical Engineers • Overall responsibility for delivering the Company Sustainability strategy for each project • Risk management- Input into the risk assessment of a project from a design and technical perspective.
